Supported by the European Union (EU), TRTA 3 (2013-2016) is a PhP 451.2-million project that aims to support the Philippines’ integration into the international and regional trading and investment system through an integrated approach encompassing policy and legislative reforms and procedural and technical improvements, as well as capacity development. Preceded by TRTA 1 and 2, TRTA 3 is the continuation and expansion of the EU assistance to the Philippines to promote trade and investment for further economic development, inclusive growth, and poverty reduction.

TRTA 3 has six components, namely: Trade Policy Development, Policy Development Competition, National Quality Infrastructure, Sanitary and Phytosanitary Conformity Measures, Trade Facilitation, and Rapid Response Facility.

It builds upon the key achievements of TRTA 1 and 2 which include: a greater ability to negotiate, a better standardization to tap export markets, accreditations of Philippine laboratories to international standards, greater access to EU market for Philippine fish exports, a blueprint for improved food safety, and a more efficient and effective cargo transit system.

DTI handles this project, particularly Component 1/Trade Facilitation, together with Department of Justice – Office for Competition for Component 2/Competition Policy Development; DTI-Bureau of Product Standards (BPS), Philippine Accreditation Bureau (PAB), and Fair Trade Enforcement Bureau (FTEB) for Component 3/National Quality Infrastructure; Department of Agriculture (DA) and Food and Drug Administration (FDA) for Component 4/Sanitary and Phytosanitary (SPS) Conformity; and Bureau of Customs (BOC) for Component 5/Trade Facilitation.

DTI is the coordinating agency that is responsible for the administrative and financial management on behalf of the Philippine Government.

    • Provided support to the preparation of Industry Roadmaps for shipbuilding, processed marine, processed meat, health and wellness, and IC design
    • Conducted ISO 140001 & 50001 Training for the Philippine Plastics Industry

    • Provided support to pilot project upgrading (SPS aspects) production of Bivalve mollusks in-line with EU requirements
    • Provided support to the upgrading of SPS control procedures for feeds and veterinary medicines and residues in aquaculture and livestock
    • Conducted assessment of organizational and administrative structure of the existing DA Quality Seal
    • Conducted a training on increasing risk-based inspection in seaports and airports for the Bureau of Plant Industry (BPI) regulatory division in Manila and other relevant stakeholders
    • Provided support to Bureau of Plant Industry (BPI) and Food and Drug Administration (FDA) to Improve Risk-Based SPS for Fruits and Vegetables
    • Conducted workshops on upgrading of Sanitary and Phytosanitary (SPS) Control Procedures for Feeds in Aquaculture and Livestock
    • Training and mentoring of the Bureau of Fisheries and Aquatic Resources (BFAR) staff in the Conduct of Inspection, Monitoring and Surveillance of Veterinary Drugs used in Aquaculture and Conduct of Sanctions in case of Violations
    • Training of Feed Millers on HACCP-based (Hazard Analysis Critical Control Points) Control System in Feedmills
    • Training for Field Surveillance Officers on Pest Surveillance and Forecasting for Tropical Fruit Crops
