In a bid to further promote competitiveness and long-term sustainability across Government-Owned and -Controlled Corporations (GOCCs), the Department of Trade and Industry (DTI) and the Governance Commission for GOCCs (GCG) entered into a partnership through the signing of a memorandum of understanding (MOU) for the promotion of the Philippine Quality Award (PQA) Program in the sector.
Through this collaboration which comes into immediate effect, DTI and GCG will join hand-in-hand in conducting PQA orientation and training program, developing an incentive program, and creating necessary PQA supplemental program for the continuing development and improvement of GOCCs.
DTI Secretary Ramon M. Lopez highlighted that the MOU commits both institutions to work together in ensuring that GOCCs will maximize their potential to achieve growth and profitability and be future-ready.
“This is significant as the business landscape has been changing with the fourth industrial revolution and the economic effects of COVID-19 rippling across every industry worldwide. Fortunately, the core values and concepts of PQA can serve as a guide for organizations to sustain and improve their operations despite the challenges that this pandemic has created. After all, the PQA encourages organizations to demonstrate creativity, adaptability, and flexibility in attaining objectives that promote crisis-ready performance,” Sec. Lopez said.
In his message, GCG Chairman Samuel G. Dagpin, Jr. expressed confidence that the PQA, being the highest level of national recognition for exemplary organizational performance patterned after the Malcolm Baldrige National Quality Award of the United States, will reinforce positive reforms in achieving outstanding results in the GOCC sector.
“The PQA Program serves as an instrument that can further invigorate GOCCs to improve and strengthen their operations and their delivery of goods or services, to be at par with the international standards,” GCG Chairman Dagpin stated.
A webinar was held right after the ceremony which featured best practices and testimonials by PQA recipients from GOCCs. Mr. Elcid C. Pangilinan, Senior Vice President of the Land Bank of the Philippines (LBP) and Dr. Joel M. Abanilla, Executive Director of the Philippine Heart Center Executive Director (PHC) shared how their organizations are gearing towards the better normal and upholding performance excellence amid the global pandemic.
The virtual event held on 14 May 2021 via Zoom and livestreamed on PQA Program Facebook Page, DTI Facebook page, and Landbank Facebook Page, was witnessed by DTI Undersecretary for Competitiveness and Innovation Group (CIG) Rafaelita M. Aldaba, PhD., Competitiveness Bureau (CB) Director Lilian G. Salonga, and GCG Commissioners Marites Cruz-Doral and Atty. Michael P. Cloribel, Director Gene Carl Tupas, Director Johann Carlos Barcena, and other GCG officials, PQA Executive Committee, and representatives from numerous GOCCs. ♦
