Manila, Philippines –– The Department of Trade and Industry (DTI) initiated a collaborative effort with the Department of Tourism (DOT) on September 11 to explore the Internet Transactions Act of 2023 (ITA) and the e-Commerce 2028 Roadmap.

DTI Undersecretary Mary Jean Pacheco and DOT Undersecretary Shalimar Hofer Tamaño discussed establishing strategic partnerships to enhance travel experiences, following Strategy #7 of the e-Commerce 2028 Roadmap.

Under Section 8 (k) of the ITA, the DTI has started its collaboration with relevant government agencies to formalize an inter-regulator cooperation mechanism to address cross-cutting issues on internet transactions, affecting online consumers and the general public.

Undersecretary Pacheco acknowledged the DOT’s role in leading the promotion and regulation of online travel. The DTI undersecretary also cited Section 12 of the ITA, noting that the DTI’s regulatory authority is ancillary to an agency’s any duly constituted regulatory jurisdiction.

Meanwhile, DOT Undersecretary Tamaño welcomed collaborations with the DTI to ensure the effective implementation of the law, given the growing customer preference on online travel. The DOT undersecretary also vowed to explore a joint memorandum circular upholding the provisions of the ITA.

The e-Commerce 2028 Roadmap seeks to address the gaps of the country’s e-commerce growth, and fortify digital infrastructure and regulatory framework to ensure a safe online marketplace for consumers.

A key element to the strategy is the ITA, which establishes a regulatory framework to provide both consumer and merchant protection, building trust in e-commerce. ♦
