Businesses to increase operational capacities under Alert Level 2

Business establishments that have limited operational capacities under Alert Level 3 will now be able to increase its operations as Region 10 is placed under Alert Level 2 starting 16 – 28 February 2022.

Per Inter-Agency Task Force (IATF) Resolution No. 161-A Series of 2022 and issued on 14 February 2022, alert level systems of Bukidnon, Cagayan de Oro City, Camiguin, Iligan City, Lanao del Norte, Misamis Occidental, and Misamis Oriental have been downgraded from Alert Level 3 to 2.

Restriction in terms of allowable operational capacities is therefore eased.

The following establishments, or activities, are allowed to operate at 50% for indoor venue, provided that they cater to fully vaccinated individuals and workers/employees are fully vaccinated; and at 70% for outdoor venue, provided that workers/employees are fully vaccinated:

  • Dine-in services in food preparation establishments such as kiosks, commissaries, restaurants, and eateries, subject to the sector-specific protocols of the DTI;
  • Fitness studios, gyms, and venues for non-contact exercise and sports, subject to DTI sector-specific protocols;
  • All contact sports;
  • Venues for meetings, incentives, conferences, and exhibitions (subject to DTI-DOT guidelines);
  • Permitted venues for social events such as parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers (subject to DTI-DOT guidelines);
  • Visitor or tourist attractions such as libraries, archives, museums, galleries, exhibits, parks, plazas, public gardens, scenic viewpoints or overlooks, and the like;
  • Amusement parks and theme parks;
  • Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, skating rinks, archery halls, swimming pools, and similar venues;
  • Cinemas and movie houses, subject to DTI sector-specific guidelines;
  • Personal care establishments such as barbershops, hair spas, hair salons, and nail spas, and those offering aesthetic/cosmetic services or procedures, make-up services, salons, spas, reflexology, and other similar procedures including home service options, subject to the sector-specific protocols of the DTI;
  • Venues with live voice or wind-instrument performers and audiences such as in karaoke bars, bars, clubs, concert halls, and theaters; and
  • Funfairs/peryas and kid amusement industries such as playgrounds, playrooms, and kiddie rides.

Film, music, and television production subject to the joint guidelines as may be issued by the DTI, DOLE, and DOH is allowed to have a 50% operational capacity for indoor operations and 70% for outdoor operations provided that their workers/ employees are fully vaccinated.

The operational capacity of specialty examinations authorized by the IATF, subject to the health and safety guidelines as approved by the IATF, is also increased from 30% to 50% provided that they cater only to fully vaccinated individuals and workers/ employees are fully vaccinated.

Additional conditions for fitness studios include patrons/clients and workers/employees to wear face masks at all times and no group activities are to be conducted for indoor set-up.

For outdoor venue of fitness studios, patrons/clients and workers/employees are still required to wear face masks at all times and no group activities are still allowed to be conducted.

Meanwhile, casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments are still not allowed to operate under Alert Level 2, except as may be authorized by the IATF or the Office of the President.
