As part of the Collaborative Harnessing Assistance and Mentoring for SMEs (CHAMPS) Season 3 module, the Department of Trade and Industry (DTI) Rizal conducted a webinar with the Philippine Government Electronic Procurement System (PhilGEPS). The Multi-sectoral module entitled “Entering Government Contracts through PhilGEPS”, which was attended by the program beneficiaries and other invited entrepreneurs from the different municipalities in Rizal Province, was hosted by Negosyo Center Morong Business Counselor Ms. Ara Elaine Suazo.
As she welcomed the attendees, Ms. Sharon F. Dioco, Chief of the DTI Rizal Business Development Division, emphasized how the training will provide MSMEs with information on how to do business with the government. She reminded the MSMEs that winning a government contract would open doors for their businesses. She informed them that the government has a system for awarding contracts that aims to be open, transparent, and competitive for suppliers. Hence, this webinar on PhilGEPS is very timely.
Mr. Brian Nacion Gerona, the Procurement Management Officer V of PhilGEPS Group of Procurement Services, was the webinar’s resource speaker. He began his discussion by outlining the agency’s objectives and its benefits to the government and the public sector. Mr. Gerona discussed the difference between Red and Platinum Membership, User Creation and Red Application, Platinum Membership Requirements and Upgrading, and How to View, Download, Print, and Update the Certificate.
He reiterated that PhilGEPS is a single, centralized online portal that serves as a primary and definitive source of information on government procurement. The system was created with the objective of automating the procurement process, avoiding confusion, increasing bidding efficiency, and ensuring transparency in government contracts. He also encouraged MSMEs to maximize the portal’s services to its full potential.
After the presentation, an open forum followed, where Mr. Gerona answered questions and concerns of the participants.♦
