On 16 March 2022, DTI Shared Service Facilities (SSF) Quezon conducted the SSF Provincial Technical Working Group (TWG) Meeting on the DTI Quezon’s course of action on SSFs for Donation and with Expired Usufruct Agreement facilitated by Senior Trade and Industry Specialist/SSF Provincial Coordinator Ma. Graciela C. Ledesma and SSF Support Staff Dara Jannes C. Obmerga.

The meeting started with an overview of the meeting by STIDS/ SSF Provincial Coordinator Ledesma.

She then presented the BSMED memorandum requesting updates on the status of the established projects with the Usufruct Agreement (UA) expiration date from 2016 to 2021. She showed the list of requirements for donation to the account officers and asked for their assistance in follow-up with the cooperators.

Provincial Director (PD) Julieta L. Tadiosa encouraged the PTWG to continue gathering the requirements for SSF for donation in order to accomplish the goal of the project, which is to transfer the ownership of the machines and equipment to eligible cooperators who get an increase in sales and the number of beneficiaries during the two-year or six-year usufruct agreement period.

TIDS Ruel Gabiola also shared the guidelines on how to assess the status of the SSFs in validating a successful or unsuccessful cooperator. They must base it on the documentation, accomplishments, and physical situation of the cooperator. He said that the DTI Provincial Office should assess the SSF after the expiration of the UA and that they should base it on what the UA states.

STIDS/SSF Provincial Coordinator Ledesma then presented the list of established SSFs in Quezon with the date of UA expiration and their accomplishments, such as sales and number of beneficiaries, from 2013 to 2021. The PTWG discussed each SSF and came up with a decision on whether the SSFs should be donated to the cooperators or extended under the UA. They also discussed other issues and concerns of the non-operational SSFs in order for DTI to help them continue their operations.

Business Development Division Chief Anna Marie V. Quincina also led the team to decide on the said matters. She made sure that the SSF account officers had listed down the needed details for the requirements of the SSFs for donation.

PTWG targets to accomplish as many as they can to donate the SSFs to their SSF cooperators this year 2022.♦
