Una, congratulations po sa Podium. Hindi po kami surprised na kayo ay mabibigyan ng Safety Seal. You are one of the establishments that is executing best practices pagdating sa minimum public health standard requirement ng ating pamahalaan.
Ano ba itong Safety Seal? It’s a voluntary program that would recommend na ‘yung establishment na ito ay sumusunod sa minimum public health standards and protocol. That means na ‘yung sa mga customers, mga papasok sa establishment na ito, whether it’s a mall or whether ‘yung mga individuals sa bawat mall or commercial establishment ay sumusunod sa minimum public health protocol. And what it suggests is: safe dito sa loob, pumasok kayo. So it builds consumer confidence. Alam naman po natin as long as they follow the suggested maximum operating capacity—whether its 30%, whether its 40%—‘yun po ay ibig sabihin ay sumusunod sila sa minimum public health standards at safe doon. Eventually, from customer confidence, that will lead to business confidence. Ito po ‘yung isa sa tinutulak parati ng IATF kasama po natin si Chairman Benhur Abalos at Metro Manila Mayors na ka-partner po natin sa pag-reopening. Sama-sama po kami nagbabalanse na mag-reopen tayo dahan-dahan, pero mag-rereopen na hindi magkakaron ng surge.
The kind of quarantine that we have this time around, masasabi po natin nag-surge noong March and April. Siyempre po mahigpit, nag-ECQ, nag-MECQ but napansin po ninyo the kind of quarantine that we have is a quarantine that allowed work to continue. Naalala ninyo noong nag-ECQ tayo last year maraming sarado, only a few essential businesses were allowed. But this time around, noong March and April, even if nag-ECQ po tayo, it allowed more workers to work. For example, the basic utilities, essential businesses, food, manufacturing, the retail, the groceries, drugstores, pharmaceuticals—lahat po yun allowed to operate. Even the export sector 100%, business process outsourcing in-allowed din siya 100%—last year 50% lang in-allow, ngayon 100% na ito.
And I guess, one of the reasons why ito pong huling talaan ng export performance natin noong March 41% growth kung kelan may ECQ. Noong April kalalabas lang ng data, 72% ang growth ng exports natin. Pinakamataas in the past 10 years and still amid the pandemic, but ang ating ekonomiya ay binigyan natin ng extra attention.
Unang una, hindi para sa macroeconomic data na ito kung ‘di it has links to jobs—maraming trabaho po na makakabalik and of course, may kabuhayan ang ating mga kababayan, di po sila magugutom, di po maghihirap. ‘Yun po talaga ang objective ng administrasyon ng Pangulong Rodrigo Roa Duterte kaya po inalagaan natin ang trabaho, but at the same time heightened restriction. Bawal din muna ‘yung mga non-essential activities. ‘Yung mga pwedeng maiwasan na social gathering bawal muna pero ‘yung sa trabaho balik tayo kaagad. Ganun po ang modelo ng principle na ginagawa natin and it seems to be working kaya from the ECQ and MECQ with opening, we allowed work na makabalik kaya po maganda ‘yung performance.
Inaasahan po natin that with roll out of vaccination, congratulations again to our City of Mandaluyong 80% na ng Senior Citizen ang nabakunahan. Ang iba pong lugar hirap na hirap na mapataas ang numero na yun. With the roll out of the vaccine inaasahan po natin na with the reopening that we are having magtutuloy tuloy po yan at hopefully, maiiwasan ang surge kahit gradually nagrereopen tayo.
Last Friday, dahil sa meeting noong Thursday afternoon nag-continue tayo mag-reopen ng mga gyms, indoor sports pati po ‘yung indoor tourism tulad ng mga historical sites, museums. Dito po sa gym ni-require po ‘yung Safety Seal para siguradong they are following minimum health protocol pero para po hindi magkaroon ng confusion ire-recommend po namin mamaya sa IATF meeting ulit, it’s like amendment lang dito sa gym kasi po ang sinabi po last week kailangan may Safety Seal muna bago mag-open pero dahil po ang ating patakaran sa Safety Seal ay voluntary, ang gagawin po natin ay kahit 20% lang ang buksan pero at least pwede na magbukas.
‘Yung Safety SealCertification,voluntary can be obtained kahit pagkabukas na at mainspection sila at ‘pag nakapasa 30% kasi ang Safety Seal—‘yun po ang maganda dito sa na approve ditto—it adds 10% percentage point operating capacity. Gagawin po natin ngayon i-aadopt po natin ‘yun pati ‘yung sa gym para lang po hindi po sila maipit at ang atin pong mga inspector ‘di rin mapuwersa na puntahan kaagad. Ito para po ‘yung mga gym makapagbukas na at the same time pwede na silang bisitahin pagkabukas para lang maka-operate na sila kahit 20% at ‘pag nabigyan ng Safety Seal30%. Ganun po Ma’am ang ating ire-recommend and hopefully ma-adopt ito slight adjustment lang sa programa na ito.
So, ayun po ang aming mensahe ngayon. Hopefully, with the vaccination kaya po tutulong po kami kay Mayor Abalos, lahat po ng naka-schedule na mabakunahan ang A4, ang mga senior citizen, tuloy po natin para po ang ating recovery ay magtuloy-tuloy na.
Kami po ay susuporta parati sa Mandaluyong City para po talagang magtuloy-tuloy ang ating reopening at masaganang kabuhayan para sa Mandaluyong at sa ating buong Pilipinas, sa mga kababayan natin sa bayan na ito.
