Advanced Sustainable Consumption and Production (Advanced SCP)

 

Assisted by GIZ and the United Nations (UN), Advance SCP (2015-2018) is a PhP 153.9-million project that aims to reduce GHG emission through: promoting SCP policy framework supportive of low carbon economies; identification and development of related SCP NAMAs; providing incentives for producing more green goods; moving towards low-carbon economy through procurement policy; and moving towards low-carbon economy through specific standards.

This project is geared towards increasing awareness, institutional support, and technical capacities to develop and strengthen sustainability information policies and tools in support of sustainable and low-carbon consumption and production patterns.


2019

February

  • Discussed Green Public Procurement (GPP) Evaluation Report with GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) Coordinator in preparation for the meeting with new ASCP project manager.
  • Conducted meeting between the new ASCP project manager Kai Hoffmann, Board of Investments (BOI) Executive Director Corazon Dichosa and the Resource Generation and Management Service (RGMS) where the following were discussed and agreed upon: ASCP extension with demand driven approach, support to greening the industry roadmaps, support to CLIMA initiative, and reconvening the Philippine Project Implementation unit with ED Dichosa as convenor.

  • Evaluated ASCP 2 concept notes based on relevant Philippine Development Plan (PDP) chapters.
  • Coordinated proposed Project Implementation Unit meeting slated for 28-29 May with GIZ, Government Procurement Policy Board (GPPB), Department of Budget and Management-Procurement Service (DBM-PS), BOI, Bureau of Philippine Standards (BPS) and RGMS.
  • Represented DTI in the Planning of the GPP and Industry Development components.

ACCOMPLISHMENTS in 2018
  • Coordinated with Board on Investment (BOI) on their National Appropriate Mitigation Action (NAMA) activity proposal.
  • Reviewed the Okoe Institut proposed Logical Framework (LogFrame) for the Green Homes incentives.  Director Arcansalin opined that the draft LogFrame was too comprehensive and involves multi-agency participation, when in fact BOI is involved only in providing investment incentives for corporations to venture in green homes development.  The LogFrame was returned to GIZ with this observation, and in response GIZ said it will redraft the LogFrame reducing the scope of the project.
  • Conducted Philippine Project Implementation Unit meeting with the following agenda:
    • Prepared and presented accomplishment report for 2017
    • Prepared and presented BOI proposal for: Climate Incentives for Manufacturing (CLIMA) activities; NAMA proposal
    • Green housing development incentives
    • one-year extension of ASCP up to July 2018, and the letter of interest by DTI on the extension
  • Coordinated with BOI regrading Undersecretary Rodolfo’s endorsement of ASCP project and the required supporting data for the approval of the endorsement
  • Coordinated with BOI regarding activities on CLIMA incentives utilizing funding from ASCP
  • Assisted ASCP Philippine Coordinator regarding DTI participant for the workshop, Social Effects of Green Procurement in Bali, Indonesia.
  • Conducted Workshop on CLIMA Incentives with the private sector
  • Conducted coordinative meeting with ASCP Project Manager Thomas Lehmann with the following agenda:
    • Global Ecolabelling Network Internationally Coordinated Ecolabelling System (GENICES) application by Philippine Center for Environmental Protection and Sustainable Development, Inc. (PCEPSDI)
    • Specifications for Eco-Labelling as submitted last December for 5, 2017; products prioritized by Philippine PIU has been reviewed by Oeko Institute.
  • Received Notice of Approval of the extension of the ASCP project from August 2018 to December 2019.
  • Turnover Memorandum from Undersecretary Maglaya to Usec. UndersecretaryRodolfo signed and received by the latter’s office. Awaiting acceptance by Usec. Rodolfo on the turnover of ASCP Philippine PIU to BOI under his supervision.
  • Conferred with GIZ coordinator regarding the status of ASCP extension.  A project manager has been appointed by Germany’s Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, and will assume position by November and will be based in Bangkok.

ACCOMPLISHMENTS in 2017
  • In support of the Philippine’s hosting of the joint Sustainable Consumption and Production (SCP) Regional Workshop on National Appropriate Mitigation Action (NAMA) and Project Advisory Board (PAB) Meeting, provided technical and administrative support and consulted with the Climate Change Commission regarding the Project Implementation Unit’s (PIU) participation on the workshop.
  • Attended and represented the DTI at the SCP Regional Workshop on NAMA on 25-28 April 2018 where three (3) project ideas were developed, namely:
  • Integrated NAMA project on selected household and office appliances
  • NAMA project on cement industry
  • Green public procurement NAMA
  • Prior to attending the Project Advisory Board meeting, prepared the accomplishments and plans of the Philippines project implementation unit which were presented by Undersecretary Zenaida C. Maglaya and Director Joel Cruz at the meeting, as well as, at the SCP Regional Workshop on NAMA.
  • Conducted the Philippine Project Implementation Unit (PIU) meeting on 01 and 22 June 2017. The PIU meeting discussed the status of project implementation on
    • development of eco-label criteria for the five (5) priority products
    • Government Procurement Policy Board (GPPB) proposal for study mission to Taiwan
    • Kalikasan P3 conference.

The 2nd meeting was participated by GIZ-Thailand representative and project manager Mr Thomas Lehmann, who welcomed the proposal of the Board of Investments (BOI) on capacity-building on Climate Incentives for Manufacturing (CLIMA) implementation as part of the ASCP project in the Philippines.  BOI was requested to formally submit its proposal including details of activities and resources needed.

  • Supportive of the BOI proposal to GIZ, the bureau of Resource Generation and Management Services (RGMS) assisted the designing of ASCP activity proposals, to wit: workshop for BOI Auditors on assessing CLIMA incentives; and awareness workshop for the private sector for the CLIMA incentives.
  • Provided technical assistance in the Preparation and submission of budget and project brief for the BOI-proposed activities on CLIMA incentives, which was preliminarily approved by GIZ-Thailand with an indicative budget subsidy of Euro 11,000.
  • Coordinated the participation of the Board of Investments (BOI), Consumer Protection and Accreditation Bureau (CPAB), and the private sector to the workshop on Incentives for Green Products at Pattaya, Thailand. BOI presented the CLIMA incentives for manufacturers adopting energy-saving production process and other green manufacturing processes.
  • Facilitated the meeting with the ASCP Philippine Implementation Unit which discussed and acted upon the following matters:
    • Updates on the BOI subproject on CLIMA awareness and capacity building.
    • Philippine Center for Environmental Protection and Sustainable Development, Inc. (PCEPSDI) report on the successful holding of the Kalikasan Convention 2017
    • Updates on the drafting of the Ecolabelling specifications. Technical Committee hearings were conducted the same month which refined the draft specifications.
  • Represented the ASCP Project Implementation Unit in the technical committee hearing on Ecolabel specifications on heavy duty plastic furniture.
  • Attended the Project Advisory Board meeting in Bangkok and presented the status of project implementation in the Philippines, and the activities slated for 2018. Development of CLIMA incentives for Green Homes Development was also clarified with the Oeko Institut.

ACCOMPLISHMENTS in 2016
  • Facilitated signing of Memorandum of Understanding (MoU) with GIZ Thailand on regional ASCP with DTI
  • Coordinated the following meetings:
    • Orientation on Advance SCP project and procedures between GIZ-Thailand and DTI with Department of Budget and Management – Procurement Service (DBM-PS), Government Procurement Policy Board – Technical Support Office (GPPB-TSO), Federation of Philippine Industries (FPI), and Philippine Center for Environmental Protection and Sustainable Development (PCEPSDI)
    • First meeting of the Philippine Project Implementation Units (PIU) where components of the project were discussed
    • Technical Committee Meeting for Output III conducted at Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB) which identified the basis of prioritization, product groups, and proposed activities. Product groups identified are: paper-based products; plastic based products including resins; and, electricity-based products primarily IT equipment
    • Project Implementation Unit (PIU) Meeting in which Philippine proposed activities were discussed with GIZ-Thailand representative Mr. Thomas Lehmann. Among the activities discussed were: Philippine hosting of the Project Advisory Board in April 2017; Finalization of the Terms of Reference for the development of eco-label of the 5 prioritized products for Philippines; Philippine delegation for the workshop on development of green technical specifications to be held in Kuala Lumpur; and the Philippine hosting of the regional Trainors’ Training in mid-2017.
  • Provided and consolidated comments on the draft Terms of Reference for the development of Type 1 Eco Labelling of the following Commonly Supplied Equipment (CSE) and non CSE products: Record Books, Toilet Papers, Refrigerators and Freezers, Heavy Duty Plastic Furniture, and Computer Monitors
  • Participated in the following activities/fora:
    • Second Project Advisory Board meeting held in Chiang Rai Thailand. In the meeting, DTI assisted the head of delegation, Dir. Dennis Santiago of GPPB in presenting Philippine Project Implementation Unit’s accomplishment report and activities slated for 2016 and 2017. The meeting also updated the other participating countries (Thailand, Indonesia and Malaysia) on their side of the project. The Philippines’ list of priority products (Plastic monobloc furniture, Record books, LED Monitor, Tissue/toilet papers and Refrigerators and Freezers) were finalized and approved. Philippines was also requested to host workshops, trainings, and PAB meeting for 2017.
    • Southeast Asia Conference on Eco-Labelling and Green Public Procurement. Participated in the following workshops:
      • Successful Approach in Promoting GPP and Eco Labelling Support
      • Innovation concept, strategies, instruments, policies and incentives to mainstream eco-friendly products in the market
      • Provided comments on the handbook on Extended Southeast Asia Conference on SCP
