
Pampanga City, Philippines—Department of Trade and Industry (DTI) Secretary Cristina A. Roque presented financial assistance and livelihood kits to micro, small, and medium enterprises (MSMEs) in Central Luzon at a townhall meeting on April 2.
“We firmly believe that MSMEs are the very lifeblood of our national economy. Across the Philippines, they are the primary job creators and the foundational pillars of our communities. Thus, we are committed to providing robust support and extensive opportunities to empower these enterprises,” said Secretary Roque.
A key part of the event was the release of approved loans through the RISE UP Multipurpose program. This program offers accessible, low-interest, multi-purpose financing for multi-sectoral MSMEs, including existing Small Business Corporation borrowers.
Recipients of the Micro Multi-purpose loan included:
- Ramonette Cunanan Cruz of Gel-lay Sari-sari Store – PHP 209,200
- Ric Cura Rivera of Maylo Footware Shop – PHP 300,000
Recipients under the SME Multipurpose Loan Suki category:
- Allyza Mae Del Rosario Potenciano, Hanani Consumer Goods Trading – PHP 900,000
- Maria Angel Cortez Espeña, Cace Travel Services and Bayad Center – PHP 500,000
- Teresa Paz Cruz, Porong Matias Vegetables Stall – PHP 275,000
In addition, the DTI distributed livelihood kits under the Pangkabuhayan sa Pagbangon at Ginhawa program. These kits were customized for various trades such as tailoring, atchara making, mushroom processing, street food vending, jewelry and watch repair, weaving, and handicrafts.
This regional engagement is part of the DTI’s ongoing efforts to equip local businesses with the essential tools, resources, and opportunities for growth, innovation, and competition in the current market.

To ensure the long-term competitiveness of MSMEs, Secretary Roque detailed the DTI’s comprehensive five-point strategy, which focused on digitalization, access to finance, franchising, product diversification, and mentorship.
Moreover, the DTI chief noted that Central Luzon is one of the fastest-growing regions in the country, citing infrastructure developments such as the NLEX, SCTEX, TPLEX, and the Clark and Subic international airports. These advancements in infrastructure create a promising landscape for the MSMEs receiving DTI support.
In conclusion, Secretary Roque emphasized that the most effective solutions often arise from simple plans grounded in practical thinking and clear objectives. She underscored that these straightforward strategies, when driven by collaboration, hold the potential to deliver sustainable impact for local enterprises and the broader economy. ♦
