Supported by the European Union (EU), TRTA 3 (2013-2016) is a PhP 451.2-million project that aims to support the Philippines’ integration into the international and regional trading and investment system through an integrated approach encompassing policy and legislative reforms and procedural and technical improvements, as well as capacity development. Preceded by TRTA 1 and 2, TRTA 3 is the continuation and expansion of the EU assistance to the Philippines to promote trade and investment for further economic development, inclusive growth, and poverty reduction.

TRTA 3 has six components, namely: Trade Policy Development, Policy Development Competition, National Quality Infrastructure, Sanitary and Phytosanitary Conformity Measures, Trade Facilitation, and Rapid Response Facility.

It builds upon the key achievements of TRTA 1 and 2 which include: a greater ability to negotiate, a better standardization to tap export markets, accreditations of Philippine laboratories to international standards, greater access to EU market for Philippine fish exports, a blueprint for improved food safety, and a more efficient and effective cargo transit system.

DTI handles this project, particularly Component 1/Trade Facilitation, together with Department of Justice – Office for Competition for Component 2/Competition Policy Development; DTI-Bureau of Product Standards (BPS), Philippine Accreditation Bureau (PAB), and Fair Trade Enforcement Bureau (FTEB) for Component 3/National Quality Infrastructure; Department of Agriculture (DA) and Food and Drug Administration (FDA) for Component 4/Sanitary and Phytosanitary (SPS) Conformity; and Bureau of Customs (BOC) for Component 5/Trade Facilitation.

DTI is the coordinating agency that is responsible for the administrative and financial management on behalf of the Philippine Government.


ACCOMPLISHMENTS IN 2017

  • Component 1: Trade Policy Development

The “Media Training for the CALABARZON” and “Briefing for Journalists on the ASEAN Economic Community and Philippines-Europe Strategy” were conducted consecutively on 7-8 February 2017. The objective of the media training was to enable key DTI officials and information personnel in CALABARZON to convey messages of the Department of Trade and Industry to the public.  The desired outcome was to sustain communications in the DTI regions through good practice.

The objective of the “Briefing for Journalists on the ASEAN Economic Community and Philippines-Europe Strategy” on the other hand, was to highlight the micro, small and medium enterprises’ role and their integration in the global value chains with the help of DTI’s provision of Shared Service Facilities, corps of volunteer mentors, Negosyo Centers and increased engagement with business associations.  

  • Component 3: National Quality Infrastructure  (c/o DA and FAO)

    • The first batch of the “Simulation on Developed Inspection Plan for Market Surveillance” training was conducted last 13-14 February 2017 in Davao City, while the second batch was conducted last 20-21 February 2017 in Cebu City. The objective of the training was to advance the capability of the Philippine Market Surveillance Enforcers i.e. the DTI- Fair Trade Enforcement Bureau (FTEB) and DTI Regional and Provincial Offices, and improve their coaching to other DTI personnel. The outputs of the workshop were: (i) market Inspection Plan for 3 low voltage electronic products; (ii) report on the simulation of the inspection plan by laying out the data and information generated and their flow from inspection results to database; and (iii) coaching on methods and tactical skills on market surveillance
    • The Workshop on “Legal, Technical and Conformity Assessment Requirements to Access the European Market for Indigenous Textiles,” was conducted last 23 February 2017 at Pasig City. The objectives of the workshop were to: (i) discuss the characteristics of the EU market; (ii) present the procedures in accessing the EU market; (iii) provide the Philippine manufacturers, traders and exporters of indigenous textiles of the legal, technical and conformity assessment requirements in order to access the European Market; and (iv) look at the current environment of the Philippine sector in accessing the EU Market.

  • Component 4:  Sanitary and Phytosanitary Conformity Measures – Department of Agriculture  

    • The “Development of Laboratory Project Documents for the Department of Agriculture (DA) and Food and Drug Administration (FDA) Food Control Laboratories” workshop was conducted last 8-9 February 2017 at Pasig City. The objectives of the workshop were to: (i) finalize the Draft National Contaminant Monitoring Plan, and; (ii) prepare and consolidate laboratory project documents for DA and FDA laboratories.

    • The Seminar on the “Implementation of the Shellfish Sanitation Programme” was conducted last 23-24 February 2017. The objectives of this workshop were to: (i) upgrade the official food control in the Molluscan Shellfish Production Sector; (ii) introduce a National Shellfish Sanitation Programme in the country; (iii) capacitate the local government units (LGU) to implement a zoning plan through local legislation and provide necessary technical assistance in the classification of the shellfish growing areas; and (iv) promote safe and good quality shellfish products for consumers.
  • Component 6:  Rapid Response Facility    

    • The “Charting the Mindanao Collective Trademark (MCT) Mechanism” workshop was conducted last 25-26 January 2017 in Davao City. The objectives of this workshop were to: (i) generate and consolidate the relevant stakeholders’ views on the application of the Mindanao Collective Trademark; (ii) educate the stakeholders on the benefits, differences and application of various voluntary standards; (iii) review and finalize the Mindanao Collective Trademark mechanism manual.

    • The project was completed and concluded on March 2017. The closing ceremony of the was held on 28 March 2017 at Crowne Plaza Manila Galleria, and was graced by several officials from the implementing agencies such as Department of Health, Department of Trade and Industry, Bureau of Customs, and Department of Agriculture.
