CAR SUMMARY OF PROGRAMS AND PROJECTS

 

As the government line agency mandated to champion business and consumers and help create jobs in the regions, the Department of Trade and Industry-CAR was established in the Cordillera Administrative Region along with other line agencies as a result of the implementation of Executive Order 220.

Along with 16 other regional field units of the Regional Operations Group, DTI-CAR serves as a catalyst in the fight against poverty in the regions by nurturing industries and MSMEs to generate exports, jobs and investments and empowerment of consumers.

With a regional office located within Baguio City’s Central Business District, DTI-CAR has six other provincial offices located at the capital towns of Abra, Apayao, Benguet, Ifugao, Mountain Province with DTI-Kalinga in Tabuk City serving its province. The agency has a work force of over a hundred regular personnel with a designated point-person that handles the programs under the Comprehensive Agrarian Reform Program (CARP) in all its six provincial offices.

The Organization

Today, DTI services in CAR is also beefed up with 19 Negosyo Centers that assists over 20,000 clients that generates jobs and helps establish new enterprises and business opportunities. As the chosen industry cluster in-charge for coffee, bamboo and wearables, DTI-CAR also focuses on the development of processed fruits and nuts, heirloom rice and cacao. Through these industry clustering, plans and programs are being implemented to enhance competitiveness and improve the quality of local products before it reaches the bigger market. A key player in the Regional Development Council as the agency on top of the Sectoral Committee on Economic Development, DTI-CAR keeps its collaborative stance with local government units as well as partner agencies in the implementation of joint programs and activities.

Anchored on the Medium-Term Philippine Development Plan (MTPDP), the DTI-CAR and the other ROG field offices endeavors to empower and protect consumers in the process of attaining Global Competitiveness. DTI-CAR’s strategy is anchored on five Major Final Outputs (MFOs) namely MFO 1: Trade and Industry Policy Services; MFO 2: Technical Advisory Services; FO 3: Trade and Investment Promotion Services; MFO 4: Consumer Protection Services; and MFO 5: Business and Trade Regulation Services.

As an integral part of the ROG, DTI-CAR utilizes a management approach that, for the most part, is adopted and implemented in similar capacities throughout the country. This management approach aims to strengthen the DTI-CAR operating offices through enhanced complementation among its units, achieving synergy and developing sustainable programs and projects for implementation in the regional and even national levels. With management providing the operational framework, the meat of the planning process relies on the inputs of the provinces, utilizing the ‘bottom-up’ approach in planning and implementation. The Cordillera Administrative Region is culturally, geographically and economically diverse, hence each and every province’s distinctive characteristics can be strategically captured using said approach.
