Four (4) viable Public-Private Partnership (PPP) project proposals were presented as output during the online capacity building activity on the Initial PPP Project Identification and Structuring webinar conducted last 7-8 July 2021 by the Department of Trade and Industry (DTI) Region 2, in collaboration with the PPP Center.

The City Government of Tuguegarao presented a project entitled “Tuguegarao City Integrated Terminal Exchange” which involves the establishment of an integrated transport system in three (3) identified sites within the city.

Meanwhile, the provincial government of Nueva Vizcaya presented their proposal for the “Nueva Vizcaya Retirement Village” which aims to provide an international long-staying, rehabilitating and health servicing facilities to accommodate seniors, retirees and general tourists who wish to spend the remaining parts of their lives in the Philippines.

The Municipality of Roxas also presented a proposal regarding the “New Roxas Public Market Redevelopment”. The project is envisioned to be a modern public market/shopping center that has a distinctive section for various local agri-based products, basic commodities (grocery) section, communication, information technology and related services, a modern fish and meat section together with a fruit and vegetables section, entertainment facilities for the whole family, dry goods section, restaurant (food court), community events area and sufficient off-street parking (pick-up and drop-off area for public utility tricycles).

On the other hand, the city government of Santiago presented their proposal on the “New Public Market Redevelopment” which aims to construct a green, multi-purpose, public-private facility utilizing the existing new public market property. These proposals will be subjected for PPP concept notes preparation, feasibility study, and market sounding.

During the training, DTI-Region 2 Regional Director (RD) Leah Pulido Ocampo highlighted the role of the local government units (LGUs) in this undertaking. “In carrying out this mandate, we have consistently tapped you, our LGUs, as indispensable partners being in charge of upholding the general welfare of your constituents. This includes the creation of an investment-friendly environment to attain positive and inclusive economic results,” said RD Ocampo.

“After this session, we, in DTI, together with the PPP Center, commit to conduct a series of interventions and follow through activities to ensure that the identified PPP projects will be funded and implemented,” RD Ocampo added.

“We, at the PPP Center, is more than willing to extend assistance to our LGUs. We recognize the need to enhance the capacity and to empower the LGUs in pursuing their developmental objectives,” expressed Feroisa T. Concordia, Director of the Capability Building & Knowledge Management Service of the PPP Center.

The said capacity building activity, which was attended by five (5) Provincial LGUs, four (4) City LGUs, and 12 LGUs across the region, is an initial step to capacitate and empower LGU technical teams to enable them in identifying and developing viable PPP projects to be implemented in their respective areas and to level up the knowledge and understanding of the LGUs regarding the benefits of undertaking a PPP. The activity is one of the components of the “Invest in Bountiful Cagayan Valley Region” a project launched by DTI-Region 2 in support of its mandate to enable the business environment and promote industrial development in the region. ♦
