DTI Quezon Takes Part In The 2nd Provincial CMCI Forum And Awarding Ceremony

The Department of Trade and Industry – Quezon Provincial Office, as part of the Provincial Competitiveness Committee, took part in the 2nd Provincial CMCI Forum and Awarding Ceremony on March 12, 2024, at the 3rd Floor Capitol Building, Capitol Compound, Lucena City.  

Cities and Municipalities Competitiveness Index (CMCI) is an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development (USAID). 

Rankings of Cities and Municipalities are based on the sum of their scores on 5 Pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and Innovation. Provincial rankings are based on population and income weighted average of the Overall scores of cities and municipalities under a province. 

To improve Quezon Province competitiveness based on an overall competitiveness score mentioned, the Provincial Competitiveness Committee composed of National Agencies, Local Government, Provincial Offices and Academe was created and one of its initiatives is the annual CMCI Forum and awarding to LGUs.  

The forum formally started with an opening remark given by Provincial Planning and Development Coordinator Engr. Russel C. Narte, EnP followed by the message of DTI R4A Regional Director Marissa C. Argente as she acknowledged the participants present in the event and congratulated Quezon Province for its last year’s performance on the concluded CMCI Annual Ranking. RD Argente also mentioned the importance of participating in the CMCI Annual Ranking as this is also a tool to harmonize all the information needed for economic development. She also challenged all the LGUs present to continue their endeavors to increase the province’s overall competitiveness.  

Ms. Lilian G. Salonga, Director of the DTI – Bureau of Industry Planning and Innovation (BIPI), gave an overview of the CMCI. She also discussed that CMCI insights can be used by LGUs for effective policy making and initiatives attract investors as data generated were driven on province’s overall performance. She also mentioned the importance of CMCI Insights to the academe sector as this can be used for policy recommendation and diversification.  

Ms. Judy Ann R. Chan, CMCI Program Officer of DTI-BIPI, introduced the CMCI Website and gave a walkthrough on how to use the platform. She later discussed the CMCI indicators and pillars together with Mr. Joseph Junald J. Gonzaga, also a CMCI Program Officer.  

Mr. Jed Frank S. Marqueses, Assistant Professor I / OIC-Director of Planning and Development Office, Southern Luzon State University presented the Quezon Province’s competitiveness from 2017-2023, performance in 2023 CMCI Cycle, strength, and weaknesses as well recommendations for the upcoming cycle. 

Ms. Christine G. Querubin, DTI R4A Supervising Trade and Industry Development Specialist and the Regional CMCI Focal Person highlighted the Quezon Province’s 2023 CMCI Performance. The focus was on utilizing the CMCI data to analyze the province’s competitiveness and performance enhancement. 

An open forum was conducted wherein Municipal Mayors of Agdangan and Sampaloc raised their questions while a representative from the Polytechnic University of the Philippines Lopez suggested that root-cause analysis should be included in the presentation.  

Message of support were given by Vice-Governor Hon. Anacleto A. Alcala III represented by Atty. Jaxyne Aleix Anna Alcala and Provincial Governor Hon. Angeline D.L. Tan who emphasized that in aiming to be number one, policy makers must identify the gap and implement proper intervention.  

It was then followed by the awarding ceremony wherein LGUs per municipality class were recognized in terms of CMCI Pillars. 

DTI-Quezon Provincial Director Julieta L. Tadiosa gave her closing remark and challenged everyone to foster innovation and create competitive, sustainable communities. She also pledged the agency’s commitment to building a more competitive future for the stakeholders, organizations, and communities. ♦
