Padday na Lima Region 02 Trade Fair
The Padday na Lima Region 02 Trade Fair has been the banner for marketing and promotion of exquisite Region 02 products in the furniture and furnishing, lifestyle, gifts and holiday decor, health and wellness, and fresh and processed food sector. It has evolved into a much awaited annual activity of the micro, small and medium enterprises (MSMEs) in Cagayan Valley that opened new market opportunities. The Fair brings together the local entrepreneurs of Cagayan Valley to promote and showcase their best products to everyone and highlight their talents in weaving, carving, basketry, fossilized flower making and many more using the indigenous materials available in the locality. Since its inception in 2007, the trade fair has assisted more than sixty (60) MSMEs in the Region.
Trade Related Trainings
- Effective Trade Fair Participation
This trade related training aims to help Micro, Small and Medium Enterprises (MSMEs) grow by providing them skills, tools and expertise in trade fair participation. It is aimed to prepare the MSMEs for the show, manage their participation, and improve their effectiveness at their stand – from creating more traffic to meeting prospective partners and generating of buyer’s lead. Through education, information sharing, and best practices, exhibitor ‘s skills will be enhanced and the value of trade fair participation will be increased.
- Effective Selling and Negotiation Skills
This trade related training provides Micro, Small and Medium Enterprises (MSMEs) a powerful understanding of the skills necessary to negotiate better agreements and relationships with prospective buyers, customers, clients and partners. MSMEs will also learn how to execute proven tactics, refine their personal negotiating style and improve their ability to respond to various negotiations. It is intended to help our MSMEs build positive, productive relationships and achieve better results.
- Doing Business in Free Trade Areas
The Doing Business in Free Trade Areas (DBFTA) is a series of information sessions focused on the expansion of Philippine businesses. It provides information, guidance and direction to the private sector, the academe, government agencies and all other concerned agencies or groups about how businesses avail of preferential tariffs, access to timely and relevant information in partner economies and procedures of breaking-in into these markets or in expanding their market share. This program is jointly implemented by the Export Marketing Bureau (EMB) and the DTI's Regional Operations Group (DTI-ROG).
- Basics of Exporting
This seminar aims to provide the Micro, Small and Medium Enterprises (MSMEs) excellent knowledge on the basics of exporting, up-to-date procedures and documents required in exporting.
- RIPPLES Plus Program Related Activities
RIPPLES Plus Program is jointly implemented by the Export Marketing Bureau (EMB), the DTI's Regional Operations Group (DTI-ROG), and the Philippine Trade Training Center (PTTC). This program was designed to expand the supply base of globally-competitive Philippine products and services and increase international market shares by extending strategic company-level interventions such as capacity building trainings, product development, market information, global product trends to participating companies to make them export-ready, and to enhance their export capacity and competitiveness. The Program prepares these companies to compete in terms of volume, quality, price, packaging, compliance with market entry requirements, rules and regulations, and design leadership, or alignment with current design trends.
In 2007, the DTI R02 established the OTOP Kiosk at the Tuguegarao City Airport to provide an additional venue for Micro, Small and Medium Enterprises (MSMEs) to display, promote and market their products in the local and domestic market, all year round. It features a wide array of food products such as roasted peanuts, hopia, coffee blends, chili oil, chicharon isaw, banana chips, tamarind candies, ginger tea, milk candy and chicharabao, paper beads accessories, loom woven fabrics and bags. Since its inception, OTOP Kiosk has been catering to more than fifty (50) MSMEs in the Region. The facility is being managed and operated by the Padday Na Lima Marketing Association, Inc. (PNLMAI), in close coordination with DTI-Region 02.
Shared Service Facilities (SSF) Project
The Shared Service Facilities (SSF) project aims to improve the quality and productivity of MSMEs by addressing the gaps and bottlenecks in the value chain of priority industry clusters through the provision of processing machines/equipment for the common use of the MSMEs within the said industry clusters all over the country. The project envisions that it will benefit the most number of existing Microenterprises and SMEs in the priority industry clusters within the poorest 609 municipalities.
The SSF is a Public Private Partnership initiative which will be implemented through private sector partners who can provide sustainable facilities to house the machines/equipment.
Product Development Assistance
The service aims to provide consultancy services to Micro, Small and Medium Enterprises (MSMEs) in terms of product improvement and product development by the agency’s in-house designers to improve quality, range and competitiveness of local products. This includes packaging and labelling assistance for the food sector and product consultation, and design innovation and development for the Wearables and Homestyle sector.
- Designers’ Wednesday Program
This Program is an adaption of the Design Center of the Philippine’s (DCP) Program: Designers Monday, a day dedicated to free trends briefing and consultation on design ideas, product information and related product development activities for walk-in MSMEs. The program is part of the assistance offered by the Regional Negosyo Center that aims to provide one-stop shop business services for MSMEs.
SME Roving Academy (SMERA)
SME Roving Academy in Region 02 is initiated in the Village Enterprises established along a priority industry cluster and are beneficiaries of Shared Service Facilities. The SRA supports the creation and strengthening of community-based enterprises, thus providing a focused development intervention to identified SMEs. The village enterprise will be founded on the four SME pillars and nurtured with the SME Roving Academy curriculum offerings from Levels 1 to 4 for the domestic market and level 5-7 for those vying for the export circle.
Whether being trained for the domestic or export market, the SMEs in the village enterprises are envisioned to be globally competitive and successful business enterprises following the SRA subjects and other relevant assistances.
Technology Training Assistance
The Department of Trade and Industry Region 02 offers various technology trainings, plant clinics and consultancy services to interested clients/ customers. All of these efforts are geared toward addressing the pressing needs of local Small and Medium Enterprises (SMEs), industries and potential investors in terms of manpower and/or skills training, capability enhancement and bringing technology gaps in the region.
Through SME development, competent food experts are continuously deployed to provide skill-upgrading trainings to existing and newly established SMEs in the region. Among the technological interventions provided include product development conceptualization, product assessment, product clinics and technology transfers.
Institutional Development Division
- Cities and Municipalities Competitiveness Index (CMCI) Survey
The Cities and Municipalities Competitiveness Index (CMCI) is an annual ranking of different cities and municipalities in the country based on a tool developed by the National Competitiveness Council (NCC) with the assistance of United States Agency for International Development (USAID). The framework of the CMCI is drawn from the goal to make the country more globally competitive by measuring local competitiveness based on four major criteria: (1) Economic Dynamism, (2) Government Efficiency, (3) Infrastructure, and (4) Resiliency.
This tool is positioned to empower Local Government Units (LGUs) by measuring their current level of competitiveness against global standards, identify areas for growth and development and introduce possible reforms and initiatives to further boost local competitiveness.
The CMCI Survey is implemented by the Regional Competitiveness Committee (RCC) through DTI Region 02. At present, OIC – RD Ruben B. Diciano serves as Chairperson of the RCC while Dr. Cecil M. Dy of the Cagayan Valley Regional Tourism Council (CVRTC) performs as Co-Chairperson.
- Local Investments and Incentives Code (LIIC)
The Local Investments and Incentives Code (LIIC) is a legislation that articulates a local government unit’s investment policies and programs, Investment Priority Areas, fiscal and non-fiscal incentives available to domestic and foreign investors, and the mechanics for availing them.
DTI R02 is a member of the Building Business Friendly and Competitive Local Government Units (BBFCL) Committee organized by the Department of the Interior and Local Government R02. Among the functions of the committee is the provision of technical assistance in the formulation and review of LIICs.
- Business Permits and Licensing System (BPLS)
One of the functions of the Regional Competitiveness Committee (RCC) is to implement initiatives that will ensure ease of doing business in the region. Among these initiatives is the monitoring of the compliance of LGUs to the BPLS Standards. As of 2015, 100% of the LGUs in Region 02 are reported to be streamlined per DILG – DTI JMC No. 01, series of 2010. To validate this report, the RCC annually conducts the two (2) BPLS Surveys, namely: Customer Experience Survey and Field Monitoring and Evaluation Survey.
As part of DTI R02’s commitment to provide technical assistance to LGUs, capacity building activities are being conducted to capacitate LGU frontliners in dealing with businessmen. In addition, DTI R02 facilitates the enrolment of LGUs to the Canadian Executive Service Organization (CESO) and Electronic Governance for Municipal Development (EGOV4MD)-developed eBPLS Program.
With the recently signed DILG – DTI – DICT JMC No. 01, series of 2016, DTI R02, in partnership with the regional offices of DILG, DICT, BFP, and BLGF, seeks to re-organize the regional BPLS oversight committee. It is expected that for 2017, more technical assistance will be provided to LGUs to aide them in their quest for the simplification of their business permitting process.
- Local and Regional Economic Development (LRED)
LRED is a participatory planning and implementation process wherein public and private stakeholders in a locality work together to improve conditions for economic growth and employment generation.
As of date, more than 50% of the cities and municipalities in Region 02 have adopted the LRED approach. Based from the testimonies of some LGUs who have adopted the approach, the process is proven to be practical and highly participatory in drawing out and addressing burning issues affecting local economy.
- Industry Cluster Development and Cluster Team Strengthening
The development and promotion of industry clusters are identified as major strategies in developing globally competitive and innovative industry and services sector that will significantly contribute to inclusive growth and employment generation.
For Region 02, eight (8) priority industries were identified based on the industries’ growth potential, contribution to poverty reduction, job generation, prospects for success, and outreach. These includes the following National and Regional priority industry clusters: Processed Fruits and Nuts, Homestyle and Wearables, Coffee, Cacao, Rubber, and Bamboo. Enlisted as regional priority industry clusters are Processed Meat and Fish and Dairy.
To ensure the growth of the priority industries, cluster teams were developed and strengthened to link the MSMEs with partners from relevant Government Agencies such as Department of Science and Technology, Department of Agriculture, Department of Agrarian Reform, Department of Environment and Natural Resources, Philippine Carabao Center, National Dairy Authority, Department of Tourism, Food and Drug Administration, and the Academe, among others.
- Investment Promotion
DTI R02’s provision of technical assistance for investment related matters extends not only to potential and current investors but also to Local Government Units (LGUs) as frontliners of Investment Promotion.
DTI R02 provides assistance to LGUs in the establishment of Investment Promotion Centers, packaging of project profiles, market linkaging, and preparation to production of investment promotion collaterals.
- Canadian Executive Service Organization (CESO)
CESO and DTI R02 has had a lengthy and mutually beneficial partnership for years now. Last 2015, the two (2) parties approved the 2015 – 2020 Partnership Action Plan which seeks to facilitate private sector development, contribute to national competitiveness, and ensure sustainable economic progress.
The PAP focuses three (3) key areas of capacity development:
- Strengthen DTI and Local Government Units’ (LGUs’) institutional capacity to deliver business development services (BDS) to Micro, Small, and Medium Enterprises (MSMEs) with a view of creating a strong enabling environment for private sector development;
- Assess the organizational effectiveness and sustainability of Shared Service Facilities (SSFs) cooperators’ production centers that have received machinery or equipment and provide recommendations; and
- Enhance the capacities of MSMEs and SSFs particularly in the agribusiness and food processing sectors to operate more effectively and efficiently to generate revenue and provide a range of employment opportunities.
Consumer Protection Division
DTI-R02 Consumer Protection Programs and Projects
1. DTI Bagwis Program
The DTI Bagwis Program gives recognition to establishments that uphold the rights of consumers and practice responsible business where consumers get value for money. Retail establishments, supermarkets, department stores, appliance centers, hardware stores and DTI accredited service and repair shops are qualified to apply for recognition.
As of December 2016, there are 302 business establishments that were already conferred with the Bagwis Seal of Excellence in Region 2.
2. Consumer Education
Consumer empowerment through education and information activities is one of the Agency’s mandates. This is anchored on the maxim that “ a well-informed consumer is the best protected consumer.” Through this program, consumers are informed of their rights and responsibilities as provided for in R.A. 7394 or the Consumer Act of the Philippines. Further, they are trained how to handle consumer complaints, and provided with helpful tips on product safety and quality, among others.
3. Business Education
The DTI strongly promotes ethical business among business establishments, hence, it intensifies its effort in getting their commitment and support towards consumer protection. Business owners and/or managers are informed of the relevant trade and industry laws that govern their business operations. DTI also promotes the establishment of a Consumer Welfare Desk (CWD) in their business establishments as part of their social responsibility to respond appropriately to consumer issues and complaints.
4. Diskwento Caravan
A Diskwento Caravan provides an opportunity for consumers to have access to basic goods and prime commodities at reduced prices by bringing manufacturers and retailers closer to their market. There are three types, namely: Balik Eskwela Diskwento Caravan (conducted before the start of classes); Noche Buena Diskwento Caravan (conducted before the Christmas Holiday Season) and Post-Disaster Diskwento Caravan (conducted after a calamity or disaster such as typhoons, earthquakes, among others.)
5. Monitoring and Enforcement
DTI conducts market monitoring and enforcement to protect the interests of consumers and increase compliance of businesses to trade and industry laws. It
promotes fair trade and ensures conformity of manufacturers, importers, traders, wholesalers, and distributors to safety and quality standards based on Philippine National Standard (PNS) requirements.
6. Consumer Welfare Desk (CWD) Program
The Consumer Welfare Desk (CWD) Program provides an easier access of consumers for queries and/or resolution of complaints at the level of the business establishment. It aims to forge efforts between the DTI and the business/private sector in the promotion of consumer welfare by developing and implementing self-policing mechanisms, and upholding responsible entrepreneurship.
7. DTI e-Presyo “Your Gabay When You Buy”
The DTI e-Presyo is the on-line price monitoring system of the agency designed to collect, process and store prices of basic necessities and prime commodities that are being monitored by the DTI. The purpose of which is to have an efficient, timely and accurate price data for the information and guidance of all stakeholders especially the consumers. This can be accessed using a laptop, desktop, tablet or mobile phone.
8. Accreditation of Consumer Organization
Consumer Organizations are accredited by DTI to ensure that the consumer sector is represented by legitimate consumer organizations in hearings and/or investigations, and in government policymaking bodies.
A Consumer Organization is an organized group of consumers where membership is voluntary and whose primary objective is to protect consumers against deceptive, unfair and unconscionable trade acts and practices and other acts or omissions prejudicial or detrimental to the interests of consumers.
9. Accreditation of Service and Repairs Shops
The accreditation of repair and service firms or establishments and their technical personnel aims to protect the interest of the consumers availing their services. The accreditation ensures that the firm or establishment has the necessary tools, equipment, facilities and amenities actually available and in good working condition, and its technical personnel have the required expertise to provide the services.
10. Accreditation of Private Emission Testing Centers
Pursuant to Republic Act 8749 or the “Philippine Clean Air Act of 1999”, which provides, among others, that the State shall maintain a quality of air that protects human life and welfare, DTI is mandated to accredit Private Emission Testing Centers to ensure their compliance to standards in performing testing, servicing, repair and the required adjustment to the motor vehicle emission system in order to protect the interest of consumers.
A PETC is a private facility engaged in testing the level of opacity and/or the analysis of the content of the gaseous emission of a motor vehicle.
11. Accreditation of Truck Rebuilding Centers
The accreditation of truck rebuilding centers assures the public that rebuilt trucks are safe and roadworthy and meet the standards on exhaust emission. It upholds the development of technical and management expertise in truck rebuilding to assure the consumers of reliable and competent service that meet quality and safety standards.
12. Issuance of Sales Promotion Permits
Any person intending to conduct any form or scheme for a sales promotion campaign of a consumer product, service or credit shall first secure a permit from the DTI at least 30 days before the commencement of the promotion activity.
The issuance of a sales promotion permit is required to ensure fairness in the conduct of sales promotion, truth in claims, guarantee in the delivery of commitments, and remedies for violation.
13. DTI-R02 Consumer Welfare and Protection Projects
13.1 Regional Consumer Assembly
This project dubbed as “Great Cagayan Valley Consumer Assembly” was launched to provide a convergence of consumers in Region 2 to strengthen partnership with other stakeholders in the promotion of consumer protection initiatives. The 8th run was conducted in December 2016 in Tuguegarao City, Cagayan with 322 participants.
Some of the activities are technical fora, Diskwento Caravan, recognition of Bagwis Awardees, and programs involving consumer groups and students to increase their awareness and vigilance on consumerism. Students are proactive in their involvement in different activities such as poster and slogan contests, stage plays, consumer education through broadcasting and other creative medium.
13.2 FilCOP Project
The FilCOP project, known as “Filipino Consumer on Patrol” is a responsible consumerism movement that seeks to instil the spirit of responsible consumerism among the different sectors of society such as students, adult and the elderly, as well as professional groups. It promotes volunteerism and proactive involvement in upholding the rights of consumers while taking actions and initiatives as responsible consumers. Several FilCOP Movements were already organized in secondary schools in Region 2.
13.3 I-MOVERS Project
The I-MOVERS Project, which stands for “Improved Market Operations for Vigilant, Efficient, and Responsive Services” was conceptualized to address the typical problems in the public market. It was launched in all the 93 cities and municipalities of Region 2, with Santiago City as the pilot. It has the following components:
a) Green Market - The project promotes a clean and green environment in public markets in line with the right of the consumer to a healthy environment.
b) Honest Market – It supports ethical business to ensure that consumers are protected from short weighing and overpricing with the installation of Timbangan ng Bayan and Price Bulletin.
c) Consumer-friendly Market – It provides an adequate means of redress for consumers with the establishment of a Consumer Welfare Desk.
d) Fair Trade Law (FTL) Compliant Market - In response to the right of consumers to choose products at competitive prices, the project promotes and monitors the compliance of establishments to the Price Tag Law.
e) Well-informed Consumer Market – Consumer and business education seminars and information drives are conducted, and a Consumer Education Corner has to be established.
